A bill legalizing the use of marijuana, receives a key Senate budget division's approval.The bill provides regulation of the medical use of marijuana by setting limits for allowable amounts of marijuana.It also requires qualifying patients and caregivers to possess registry identification cards.Proponents say that medicinal uses for the drug can provide comfort for patients close to death.Sen. Steve Murphy says, "End of life issues people want to be able to at least say their goodbyes, and be around their families. And if we use heavy narcotics, their not able to do that."Opponents say that allowing marijuana for medical reasons opens up opportunities for others to abuse it.Tom Pritchard says, "You could have hundreds, or thousands of people growing marijuana across the state. That's just going to make it more difficult to regulate and control and confine how it's produced and where it's going to be disseminated."The bill does provide provisions to authorize only registered organizations to grow and supply marijuana to patients and caregivers.
