The Ramsey County swat team has arrested a man in Shoreview after a tense five and a half-hour standoff.Commander Mike Salter tells the St. Paul pioneer press the man was pulled from a town home and handcuffed in the snow about 1:50 P-M.Swat teams fired flash-bang distraction grenades into the home before the man was arrested.The incident is under investigation.
