Minnesota is out of money for its job-training program for the unemployed.More than 2,000 people are on a waiting list for grants to cover tuition at community or state colleges.The program served nearly 12,000 people in the first eight months of this fiscal year... more than the entire previous year's total.The program gets new money in July, but more than half of that is obligated to pay tuition of students already in a training program.Minnesota is seeking an emergency grant of at least $12 million through the U.S. labor department.
