High water continues to be a big problem in the State of Illinois.

Governor Pat Quinn has declared a state of emergency for the northern half of Illinois. Communities in that area are dealing with severe and flash flooding following storms last Wednesday and Thursday.

State and local personnel have been on the ground in the hardest hit areas since early Thursday morning.

The 'state of emergency' assertion ensures that state resources are activated, and that the federal government is aware a disaster declaration is likely.
